The basic step in implementing total quality management is to judge the organization’s present reality. Organization’s history, current requirements, existing employee quality of working life, precipitating events leading to total quality management (TQM) are the relevant preconditions. If the present facts do not involve significant preconditions, TQM implementation should be delayed until the organization comes in a state where TQM is expected to succeed.



TQM is easier to implement if the organization has a track record of valuable receptiveness to the environment and it has been able to change its way of operation successfully whenever required. If historically, the organization has been imprudent and has no skill to enhance its operating systems, both employee disbelief and lack of skilled change agents will be present. A detailed program of management and leadership development may be organized if the condition continues. In order to have a good assessment of identifying the present levels of organizational functioning and areas requiring change, one should make use of a beneficial tool which is management audit.

An organization should be healthy basically before TQM is initiated. If important problems like unstable funding base, weak administrative systems, lack of managerial skills, poor employee moral etc. then TQM would not be suitable.

In order to begin TQM, a firm level of strain is enviable. People require a need for change. When entrepreneurs move outside the usual ways of operating in order to find solution of a problem, departures occur. A crisis if not too disabling, can also assist in creating a sense of urgency mobilizing people to perform. In TQM’s case, this may be funding threat or demands from stake holders for improved service quality. After crises, a strategic intervene may be seen by the leader by expressing a new vision of the future to help the organization deal with it. Such a leader may become a prime mover taking charge in forwarding the new idea and showing others how it will help them get their goals. Finally, action vehicles are required along with structures to facilitate the change to occur and become institutionalized.
